As a multimedia production firm, I have established a developer account for my company, which I am using to develop my client's app. However, I think my account can not issue my client application, provided it cites my company name as a publisher. So, how do I start this process from my customer? Do they need their 99 $ developer account for the first time, to publish with it, or what is the identity of a different publisher that I can set up within my account which represents my client?

I usually make clients their accounts. Most customers from there will give me access to my admin account so that I can move in the remaining steps.
I often submit an app through my admin account, however, a team member is an option if there is no interest in providing customer administrative credentials.
