Our website is working and still works if we are connected to LAN but now if there is some other place and Attempts to connect, they are presented with a user name and a user called "User Certification" for password, what can be done?

It seems that you have authentication enabled on Windows site.
When logged into Active Directory Network, IE will automatically go to the site through your Windows credentials.
When the network is closed, you manually enter your network credentials.
